NEW SHELBY COUNTY EMERGENCY OPERATIONS CENTER

The Shelby County Office of
Preparedness dedicated its new Emergency Operations Center and offices on
Friday, August 17, 2012. The Center is located
in the old Shelby County Hospital, 1075 Mullins Station Road, in East Memphis.
The new Center has state-of-the-art
technologies installed that will enable emergency support staff to gather,
analyze and respond to emerging situations in real time--including integrated
links to supporting agencies such as the Tennessee Emergency Management Agency
(TEMA), the Federal Emergency Management Agency (FEMA), National Weather
Service (NOAA), and scientists at the University of Memphis to name a few.
The layout of the Center is based
on the FEMA model and contains 20 desks representing Emergency Support
Functions (“ESF”). Each desk is assigned
to respond to a specific area of interest (fire, health, hospitals, etc.). For example, ESF14 responds to issues
relative to volunteers and donations.
The Basic Emergency Operations Plan
(“BEOP”) is a comprehensive state-emergency-operations plan developed to ensure
mitigation and preparedness, appropriate response and timely recovery from
natural and man-made hazards which may affect residents of Shelby County. The
BEOP is organized based on the authority of the state government for emergency
and carried out by ESF representatives.

fulfill our duties in the National Response Framework system. Coordination is
essential when responding to and recovering from disasters. The Center will
